The name Kèr àtwāqulu is derived from the Tauric language, as Kèr àtwāqulu was founded by Demrir Rees Wales, who was culturaly Tauric.
Climate
Kèr àtwāqulu has a yearly average temperature of 26°C (78°F), with its average temperature during the summer being a warm 29°C (84°F) and its average temperature during the winter being a pleasant 23°C (73°F). Kèr àtwāqulu receives an average of 138 cm/y (54 in/y) of precipitation, most of which comes in the form of rain during the spring. Kèr àtwāqulu covers an area of nearly 5 km2 (2 mi2), and an average elevation of 4568 m (14986 ft) above sea level.
Overview
Kèr àtwāqulu was founded durring the early 12th century in fall of the year 1121, by Demrir Rees Wales. The establishment of Kèr àtwāqulu was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Kèr àtwāqulu's construction back out of the project. Demrir Rees Wales pushed on reguardles, and Kèr àtwāqulu was finished, but starts off as a terible place to live.
Kèr àtwāqulu was built using the conventions of Tauric durring the early 12th century. Naturaly, all settlmentss have their own look to them, and Kèr àtwāqulu is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.
Kèr àtwāqulu is buildings have been located at convienant points along the pond Kèr àtwāqulu was built upon. Navigating the town is therefore a little chalanging as the distance between buildings verris greatly and the spacious flagstone streets flow where they are able to be made rather than folowing the most convienant paths. The town has a fortified albit thin brick wall. The wall has most of the feeatures of a typical castle wall, just on a much smaller scale and and budget. Notably brick isn't a particuarly soild choice for resisting siege weapons. Kèr àtwāqulu's wall wouldn't hinder a proper army, but it is more than sufishent for bandits and other small marauding groups. Kèr àtwāqulu's monster and outlaw focused fortifications has sufferd soem light damage, reducing its function a little in some spots, but could almsot certainly preform as expected... Though some of the worse spots could lead to the loss of defenders lives if attackers identified the weaknesses ahead of time.
A look around Kèr àtwāqulu gives you an uneasy feeling. Everything is just a little too worn down, a little too dirty, or both. No one makes eye contact. Kids play quietly, but happily. Occasionally a passerby glances at you out of the corner of their eye, staring just long enough for it to be uncomfortable. A second look around Kèr àtwāqulu makes it abundantly clear the town suffered something horrible some time ago. It's as if the town itself is depressed. Smiles are few, cheer is nowhere to be had.
Civic Infrastructure
Kèr àtwāqulu has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr àtwāqulu.
Kèr àtwāqulu has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Kèr àtwāqulu has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Kèr àtwāqulu has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr àtwāqulu's public wards, blessings, and other arcane systems.
Kèr àtwāqulu possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Kèr àtwāqulu's grid is powered by a direct leyline tap.
Kèr àtwāqulu's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.
Kèr àtwāqulu has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.
Kèr àtwāqulu has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cultural Notes
Kèr àtwāqulu's mayor's house was built using a different architectural style from the rest of the town. The style used is characterized by grandeur of scale, simplicity of geometric forms, dramatic use of columns, and a preference for blank walls. This design ethos extended to re-imagining earlier styles of structure to create them anew, with a similar overall look and feel to one another..
In Kèr àtwāqulu the utterance of expletives is impossible within city limits. This has changed as the limits have changed, but has not kept up with slang, or swearing in foreign languages.
The Mole near Kèr àtwāqulu are known to be quite timid.
Kèr àtwāqulu's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves creating small tokens to channel Transmutation energies of tier 1 via chanting.

History
A vast influx of newcomers over the last (23910 % 6)+1 years has greatly spiked Kèr àtwāqulu's population. They may have been drawn by economic opportunities, or fled some pursuing peril, or been forcibly moved there by a ruler who wanted to dilute the existing native cohesion. The natives may not have the resources or opportunities to integrate these newcomers, and it may be that the new population has no desire to stay longer than is necessary.
In time immemorial, reportedly some time during the late 2nd century the Kami spared the town a natural disaster. One of Kèr àtwāqulu's local festivals commemorates this miracle.
